No. The audit does not judge who built it, only what could work better today. Many findings are things that changed after launch — Google changed its requirements, phones became the main device, prices moved to euro.
The opposite — the document always includes what works well, and critical findings are capped at three. If your site is fine, I will write that. One of my two sample audits is exactly that: a well-built site with five minor findings.
Yes, it is written for that — specific steps with time estimates. You paid for the information; it is yours.
Access to the profile, the exact business name, phone numbers, address, opening hours, a list of services and 15-20 real photos. If you do not know the profile password — that is the most common case and it is solvable, it just takes a little time.
If it is a month or two old and built by someone who knows what they are doing — probably not. Wait until you have real visitors, then there is something to look at.
